New Fee Set in Kuwait to Convert Visit Visa to Residence Permit

(Digital Itla) A new fee has been announced in Kuwait for converting a visit visa into a residence permit (Iqama).

According to Arab media reports, under new amendments to the residence law for foreigners in Kuwait, a fee of 150 Kuwaiti Dinars has been set to convert a visit entry visa into a regular residence permit.

This amendment was published in the official gazette Kuwait Al-Yawm under Ministry of Interior Decision No. 1091 (2026), which revises certain provisions of Ministerial Decision No. 2249 (2025) governing the executive regulations of the residency law.

Under the new amendment, a new clause (4) has been added to paragraph nine of Article 39, stating that a payment of 150 Dinars will be mandatory for the service of converting a visit visa to a regular residency permit under Article 16 of the executive regulations.

This decision exempts domestic workers and similar categories from paying this fee, in accordance with Article 20 of the executive regulations.

The Kuwaiti Ministry of Interior stated that relevant authorities have been instructed to enforce this decision within their respective jurisdictions, and the amendment took effect immediately upon publication in the official gazette.
